Vortex Services – Rocky Mountain Region (RMR), formerly Planned and Engineered Construction, Inc. (PEC), is based in Helena, Montana. RMR offers a broad range of trenchless pipeline rehabilitation services. Originally founded by Robert “Bob” Peccia, PEC has served as a major player in the nation’s water and wastewater rehabilitation market since its conception 30 years ago. Vortex Companies acquired this leader in trenchless infrastructure rehabilitation in May 2024. RMR specializes in CIPP solutions, but also performs manhole, storm drain, sewer main and lateral rehab, services making it the perfect partner to expand Vortex’s service offerings across the Western United States and Canada.
